Department Overview

The Quality and Improvement (Q&I) Department within PG&E’s gas operations is new.  It resides within the larger organizational branch of Standards & Policies.  While there have been various independent quality efforts throughout PG&E over the years, this is the first time all these efforts have been consolidated in one department to team up on the common vision of ensuring that quality is embedded into all aspects of the work we do.  Key functions of this department include quality control verifications of work being performed in the field, quality assurance audits, root cause evaluations, work procedure error investigations, process improvements, and support to all areas of the gas operations to build quality management into our everyday processes.  Revamping PG&E’s Quality Assurance and Quality Control capabilities is a Top 10 priority for our leadership and this position will be a part of the exciting effort to rebuild and reshape QA/QC, implement leading quality management practices, and ultimately ensure the safest operation for our employees and the public we serve.

Position Summary

The Quality Engineer works as part of the Gas Quality Assurance (QA) team. This is the umbrella quality team that ties all of the Quality and Improvement (Q&I) teams together. The QA team is the weather vane of Q&I and integrates all the data and looks for emerging trends which need to be addressed.

The Quality Engineer is responsible for facilitating the follow-up of corrective action plans for completed audits.  This position works to ensure that safety, quality, and program oversight are integrated into work processes and procedures.  It identifies and communicates opportunities for systemic improvement of non-QA processes and participates on improvement teams.  This position supports the documentation and improvement of Quality Audit processes and software systems utilized within the department. Also, this position offers assistance and subject matter expertise in industry-defined Quality Methodologies and Process evaluation, provide quality consulting to QA clients by evaluating and reviewing processes to ensure reliability improvement is embedded into the processes, or share best practices.

This position will be located in San Ramon, CA.

Responsibilities:

  • Perform root cause analysis and identify linkages to business objectives
  • Participate in quality audits of PG&E's gas operations to gather information through field work, interviews, and data analysis.
  • Determine level of compliance using quantitative information and supporting facts.
  • Communicate Q&I results to various levels of management
  • Follow-up on corrective action activities.
  • Evaluate and confirm sample population sources and develop statistically valid sample plans
  • Support clients by evaluating and reviewing existing processes to ensure that sound business practices are in place and are being followed.
  • Prepare and present detailed reports of QA activities, results, and recommendations.
  • Lead the effort to provide management with usable metrics for both the Q&I groups and Gas Operations processes.
  • Participate in the drafting, editing, and publishing of associated Q&I Standards, Procedures, and Bulletins.
  • Interface with a wide variety of functions and departments.  The Quality Engineer must function and communicate effectively with a diverse group of work associates.

Required:

  • Bachelor of Science
  • Minimum 3 years engineering or quality experience
  • 2 years auditing experience
  • Understanding of problem-solving and quality improvement tools and techniques. This includes knowledge of management and planning tools, quality tools, preventive and corrective actions.
  • Fundamental knowledge of quality philosophies, principles, systems, methods, tools, standards, organizational and team dynamics
  • Accomplished with Microsoft Outlook, Word, Excel, and PowerPoint.
  • Proficient in problem solving and root cause analysis.
  • Travel requirement of 25%.  Most travel can be accomplished daily; however, occasional overnight stays required.

Desired:

  • ASQ Certified Quality Auditor, Certified Quality Engineer, or equivalent
  • Lean Six Sigma Green Belt
  • Knowledge of regulatory requirements
  • Proficient with Microsoft Visio and MS Project
  • Utility experience
