Position Summary

This position is located within the Codes and Standards department within a larger Standards and Policy group supporting all of the company’s Gas Operations.  Gas Operations activities include engineering, construction, maintenance and safe operation of approximately 5,700 miles of gas transmission pipelines and 42,000 miles of gas distribution pipelines serving 4.4 million gas customers located throughout northern and central California.

This position reports to the Manager, Codes and Standards and is a critical role responsible for developing and maintaining effective gas manuals, standards, procedures, and bulletins that enable PG&E to meet or exceed compliance with all applicable codes and regulations, and ensure public and employee safety.  The role requires an individual to have both strong utility experience and the ability to work and communicate effectively.  The expectations for the work products are to provide clear and easily understood manuals, standards and procedures that are in alignment with the company’s guidance document initiative.  They are the foundation for employee training and support and guide work practices on a daily basis.  Excellence in execution of this role is essential for PG&E to become the leading utility in the United States.

Responsibilities

  • Demonstrate by personal action a 100% commitment to employee and public safety.
  • Responsible for updating and creating gas standards, procedures and specifications for steel pipeline design, construction and repair.
  • Ensure work products are on time and high quality and meet or exceed applicable code requirements.
  • Facilitate solutions to complex issues, involving many interrelated elements, and requiring considerations not previously encountered.
  • Interact regularly with multiple gas departments including Pipeline Engineering, Integrity Management, Pipeline Safety Enhancement, and Gas Maintenance and Construction.
  • Provide oversight and leadership to gas technical teams involved in the standards process.
  • Work effectively with key stakeholders including Technical Teams, QA/QC, Work Methods and Procedures Implementation team, Regulatory Compliance and Support, Process Safety, subject matter experts and the Gas Operations organization overall to incorporate input that results in clear and accurate standards and procedures and implementation of appropriate controls to ensure compliance and safety.
  • Work effectively with the Materials department in executing appropriate materials specification and quality management processes including providing technical expertise to address issues identified from Materials Problem Reporting and review of new products for approval.
  • Demonstrate expert knowledge of codes and associated issues through understanding of gas regulations (CPUC, DOT, PHMSA).
  • Maintain liaison with key industry and regulatory leaders to ensure PG&E’s Gas Standards and Procedures represents best in class performance.  Perform regular benchmarking with utilities and other industries nationwide to keep a pulse on industry best practices and incorporate into our processes.

Qualifications

Required 

  • 10 years of pipeline engineering or relevant experience
  • Bachelor’s degree in engineering

Desired 

  • PE (Professional Engineer) License
  • Knowledge of 49 CFR Part 192, CPUC GO 112-E
  • Understanding of Pipeline Hazardous Materials & Safety Administration (PHMSA) and California Public Utility Commission (CPUC) codes and regulations.
  • Knowledge of natural gas operations, maintenance, engineering, design and construction.
  • Strong interpersonal, teamwork and communication skills
  • Strong analytical and organization skills
